Goal: Identify the final decision maker and the consulted parties.
Description: During the first phase we also identify the different classes of team members on this project. Throughout this stage we identify the Authorized and Consulted parties. The Authorized party is a single person (or in the case of a larger organization that utilizes a committee-based approach, a single committee formed to steer this project), who will have the final say on approving the roadmap. This individual, or committee is responsible for: approving project goals, defining scope, assigning roles (Responsible, Consulted, and Informed), tracking project progress and approving communication to those who need to be Informed. If this party is an individual, it is often the Owner, CEO, or the CTO. If this party is a committee, it is comprised of senior leadership who are essential to steering the project to success.
The Consulted parties provide input during this process and remain active participants by providing insights and advice to those building and making decisions about the roadmap. These members are often comprised of team leads that utilize one your technology infrastructure, management with business goals tied to technology who are not in the responsible party, and anyone else who is believed to have valuable input in the process. These team members are responsible for active involvement in relevant meetings and workshops, reviewing drafts, and providing input to those building the roadmap. Establishing an appropriate base of Consulted parties, it will guarantee the voices of the organization are heard so that their input can shape the roadmap development. Together, we will review your organizational charts, make suggestions of who should be a Consulted party, and document our decisions.
Establishing a clear chain of authority ensures that there is no ambiguity in how decisions are made and ensures that appropriate leadership is present to bring experience to bear in guaranteeing that a proposed plan accomplishes business objectives. We will inform you of the responsibilities of an Authorized party and guide you through the decision-making process, so that you can successfully leverage technology to achieve your business goals and objectives.
